During a routine inspection

We spoke with ten people who used the service. They told us that every thing was absolutely fine. One person said, 'The carers are always on time and I usually get the same carers, this is good for continuity', 'The carers are never rushed', 'They inform me of any changes to my plan of care'. Another person said, 'I receive good care and am kept informed'.

We found peoples' views and experiences had been taken into account in the way the service was provided and delivered in relation to their care.

People's privacy and dignity was respected and people experienced care, treatment and support that met their needs and protected their rights.

We found that people who used the service were protected from the risk of abuse because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse happening.

We saw there were appropriate checks undertaken before staff commenced working for the service.

We found that staff had not received formal supervision.

We were told that a training consultant had been employed and a training programme had been put in place.

During a routine inspection

Records that we looked at showed us that people were involved in choosing how and when they wanted their care and support. This indicated that people were involved in planning their care on a daily basis.

Staff were knowledgeable about people's needs and preferences. We found staff were respectful and maintained people's dignity, privacy and independence.

Staff files that we looked at did not show any evidence of induction and mandatory training being completed. All certificates displayed in staff files were out of date and did not show evidence of recent training being completed.

There was not any evidence that risks were being regularly monitored and there was not any evidence that procedures were put in place to minimise risks occurring in the future. The staff we spoke to were unable to demonstrate an understanding about the Mental Capacity Act and lacked knowledge around the Deprivation of Liberty Safeguards. This meant that people who used the service were not protected from abuse and did not experience care that met their needs.

We were unable to see that the provider had effective systems in place to regularly assess and monitor the quality of the service provided. There was not any evidence of changes being implemented or actions being taken following requests from people using the service and there was not any evidence of the provider obtaining regular feedback from people using the service, families or professionals.

During an inspection looking at part of the service

We carried out a follow-up review of Morwenner Care Agency after our inspection in September 2011 when we identified areas where the provider was not fully compliant. The Commission had received an action plan from the provider, which detailed how they intended to address the areas of concern.

We asked the provider to tell us, with supporting evidence, how they had complied with the outcomes identified as non-compliant at the last inspection.

We did not visit the service or speak with people who used the service on this occasion.
