During an inspection looking at part of the service

We completed this inspection to follow up on improvements we said needed to be made as a result of our inspection dated 23 December 2013. At our earlier inspection we found that the provider did not have robust arrangements for protecting people from abuse, ensuring that any restrictions on people's liberty were lawful and obtaining assurances about the previous good conduct of prospective employees.

After our inspection the provider wrote to us and said that all of the shortfalls would be addressed by 28 February 2014.

During a routine inspection

At the time of our inspection the service was supporting two people neither of whom was able to speak with us. However, we spoke with their families who gave us positive feedback about the service. One of them said, 'I think that the staff are very kind and they genuinely want to be helpful.'

Staff were courteous and polite. They consulted with people about the assistance they wanted to receive.

People had received all of the health and personal care they needed. Records confirmed that this assistance had been provided in a safe, reliable and responsive way.

The provider did not have robust arrangements in place to help safeguard people from abuse.

Some of the necessary security checks on staff had not been completed. This reduced the confidence people could have that only suitable and trustworthy people were employed.

Quality checks were completed to help ensure that people consistently received the support and care they needed.
