During a routine inspection

We spoke with two people who used the service and one relative of a person who used the service. Comments included: 'I find them very good'. 'They liaised with the occupational therapist and the social worker for me'. And: 'They document exactly what they have done for me every day'.

People who used the service told us that they were always asked before care and assistance was given and that they had signed to consent to their care.

We found that peoples care and treatment was planned and delivered in a person centred way and that any risks had been identified and measures put in place to protect the person who used the service and staff.

Although at the time of our inspection the service did not administer medication for anyone who used the service, all staff had received accredited medication training.

We found that all required checks and documentation required when employing staff to care for people who used the service had been obtained.

Records of peoples care and support were kept in an orderly, safe and secure manner.

During a routine inspection

At the time of the inspection, Manchester Rainbow Support and Homecare were providing personal care and support to two people in their own homes. We spoke with one person who used the service. Comments included: 'I'm very pleased; I'm very satisfied with the service', 'They [staff] do knock before they come in' and 'They're never late'.

People who used the service had initial assessments, risk assessments and care plans in place that identified individual support requirements. This meant Manchester Rainbow Support and Homecare had information about how to provide people with effective, safe and appropriate care and support that met their needs.

We saw that requirements were agreed with people and consent was obtained before any care or support was provided. Care plans were reviewed on a regular basis to ensure they were relevant and appropriate. This showed people who used the service were involved in decisions related to their care.

The provider had taken appropriate steps to identify and prevent abuse from occurring. There were systems in place to obtain the views of people who used the service in relation to the standard of services provided.

At the time of our inspection Manchester Rainbow Support and Homecare was a relatively new service which consisted of two partners and did not employ any further staff. Both partners were responsible for providing 'hands on' care and demonstrated that they were appropriately trained to undertake the role.
