During an inspection looking at part of the service

During our last inspection of the service in June 2013, we identified essential standards of quality and safety were not being met in respect of Regulation 23 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2010. Following that inspection we asked the provider to take appropriate action to achieve compliance with this regulation.

The provider sent us an action plan on 9 August 2013 setting out the actions they would take to achieve compliance with this regulation.

During this visit we checked these actions had been completed.

We found staff had received appropriate training. We looked at staff training records which showed staff had received recent training in areas the provider considered mandatory. This meant people using the service were cared for by staff that were supported to keep their skills and knowledge refreshed and updated.

During a routine inspection

People using the service were not able to share their views in a meaningful way due to their complex needs. We gathered evidence of people's experiences of the service by speaking with staff, reviewing people's care records and looking at other records kept by the service.

We observed from people's records their individual care and support needs had been assessed and support plans were in place to meet these needs. From the records we looked at, information was reviewed and updated regularly so that staff had up to date information about people's current care and support needs. Other records relevant to the management of the service were maintained and kept up to date.

People were supported to be able to eat and drink sufficient amounts and were provided with a choice of suitable and nutritious food and drink. The service worked proactively with other providers involved in people's care and treatment to improve people's general health and wellbeing.

People had been asked for their views and experiences of the care and support they received. They were able to attend meetings with staff to talk about things that were important to them. Equipment used in the home was regularly checked and maintained for their safety and suitability.

However we found no evidence that staff received regular and appropriate training to ensure they were adequately able to meet the needs of people using the service. This meant people were put at risk of unsafe or inappropriate care.

During a routine inspection

People who use the service are happy with the care and support they get. One person said the home was 'a good place to be'. Another person said they liked the 'atmosphere and the friendliness'. They also described the accommodation as a place that 'makes you feel at home'. People told us the staff were friendly, helpful and treated them well. When asked to describe the things they liked best, one person said the 'food was lovely'. Another person said they liked the activities especially singing.
