During a routine inspection

We performed this unannounced inspection on 10 February 2016. Red Roofs care home is run and managed by Margaret Jean Daniels, Red Roofs Healthcare Group. The service provides accommodation and personal care for up to 30 people. On the day of our inspection 29 people were using the service.

At the time of our inspection the service had not had a registered manager in place since November 2015. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons.’ Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act and associated Regulations about how the service is run. The manager in post was in the process of applying for registration with us.

Staffing levels at particular times in the day were not always sufficient to support people’s needs. Some information in some people’s care plans was incomplete this had the potential to impact on the care people received.

People were protected from the risk of abuse and staff had a good understanding of their roles and responsibilities if they suspected abuse was happening. The manager shared information with the local authority when needed.

People received their medicines as prescribed and the management of medicines was safe.

People were encouraged to make independent decisions and staff were aware of legislation to protect people who lacked capacity when decisions were made in their best interests. We also found staff were aware of and worked within the principles of the Mental Capacity Act 2005 (MCA) and had not deprived people of their liberty without applying for the required authorisation.

People were protected from the risks of inadequate nutrition. Specialist diets were provided if needed. Referrals were made to health care professionals when needed.

People were treated in a caring and respectful manner and staff delivered support in a relaxed and considerate manner. They, or their representatives, were encouraged to contribute to the planning of their care.

People who used the service, or their representatives, were encouraged to be involved in decisions and systems were in place to monitor the quality of service provision. People also felt they could report any concerns to the management team and felt they would be taken seriously.

During a routine inspection

Prior to our visit we reviewed all the information we had received from the provider. During the visit we spoke with four people who used the service and a relative and asked them for their views. We also spoke with four care workers, two housekeepers, two kitchen staff, the deputy manager and the registered manager. We also looked at some of the records held in the service including the care files for five people. We observed the support people who used the service received from staff and carried out a brief tour of the building.

We found people gave consent to their care and received care and support that met their needs. A person told us they were 'Definitely' encouraged to make decisions for themselves. Another person told us, 'They are very good and look after my health."

We found that suitable arrangements were in place to manage people's medication and ensure they received any medication they needed. 'I always get one (tablet) in the morning and two in the evening after my night time drink. They follow the instructions of the doctor.'

We found the staff team were supported through training and the provider maintained records that were accurate and fit for purpose. A person told us, 'The carers work very hard. They are kind and thoughtful. They are very well trained.'

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service. These including talking with people who were using the service and their relatives. Discussions with the manager and members of the care staff and an examination of peoples care planning documentation

People who used the service felt fully involved in the planning of their support programmes and received input and treatment from health care professionals when required.

The service provided a good range of social activities and people were encouraged to participate in the activities if they wished.

People told us that they felt safe in the home and felt the staff had the right qualifications, skills and knowledge to perform their duties in a safe manner.

People were provided with the opportunity to comment on the quality of service provision and were able to contribute towards the development of the home.

Effective recruitment processes were in place and the care staff had received training to ensure they were competent and confident in performing their duties.

During a routine inspection

People who used the service told us that they receive care in a way that was respectful of their privacy and dignity.

We were told that people were treated by staff in a kind and caring manner.

Representatives told us that they could talk about any issue of concern, in relation to their relatives care, welfare or safety.

People who used the service told us that they felt safe living there.

People told us there always seemed to be enough staff on duty and that if they ring their call bell; they never had to wait long for a staff member to respond to it.

People who used the service and their relatives, told us that they can speak with staff and managers at any time and that they feel included in decisions made about the care received and the way in which the service is run.
