During a routine inspection

We looked at the care records for eleven people who used the service. The records included risk assessments and plans of care for staff to follow. The care plans were reviewed each month or more frequently if the person's care needs changed. We saw people's records contained information about the ways people preferred their care to be provided. People told us the provider was very responsive to requests for changes in care and the staff were wonderful. This meant that people had a choice about the service they received.

People's records included copies of medicines administration charts. We found there were errors in some of these records and in consequence we could not be sure people received medicines in a safe and appropriate manner.

We spoke with care support staff who told us they loved working with people and it felt an honour to be able to provide care and support. They told us they received excellent training and support. We looked in the records of six care workers and saw their training was extensive. This meant the provider had ensured staff were trained to provide appropriate and safe care and support.

During a routine inspection

We visited the office over a period of five hours, and spoke with the provider, the manager and other staff who visited or worked in the office. The service provided care and support for approximately 60 to 70 people at the time of the inspection.

We spent time looking through documentation as well as talking with staff. We found that the agency had a range of information showing how people felt about the services provided. This included records of telephone calls, records of staff field observations, questionnaire responses and the complaint record.

We found that people spoke positively about the agency, with comments such as "I have my regular carers most of the time and all the staff are wonderful." "We have always found the carers very good and very reliable," and 'living so far away it is great to have a team of people who I know are looking after my mother.'

We found that the agency had obtained suitable information from people to provide effective levels of care to meet their assessed needs. The support plans were detailed and informative.

We viewed staff recruitment and training records, and found that there were reliable processes in place for providing suitably trained and competent staff.

Bluebird had a number of systems in place to monitor the quality of the care provided
