During a routine inspection
We met and spoke with one person who used the service and six people and two relatives on the telephone following our visit. We spoke with two registered managers who were also the provider in partnership and three members of care staff during our inspection. We spoke with three more members of staff on the telephone following our visit.
We looked at five people's care records and five staff files. We reviewed the provider's policies and quality management systems.
We found the provider did not have an appropriate system in place to gain the consent of people for the care they received.
We found that people's care needs were not assessed or planned for in a safe way that met people's individual needs.
We found that the provider did not have systems in place to protect people from the risks of abuse.
We found that staff were not appropriately trained or supported to carry out their role in a safe way.
We found the provider did not have systems in place to manage the risks associated with carrying out the care they gave to people.
