During an inspection looking at part of the service

During this inspection we looked at the outcome in relation to medication. We spoke with the manager, the deputy manager and other staff involved with the medication system.

On this occasion we did not speak with people who lived at Cleveland View, however we did observe the way in which staff interacted with people. We saw and heard people being spoken to kindly and with respect. We heard that staff were concerned about one person. We heard them being reassured and that the staff were going to seek further health advice for this person. We saw that staff were visible with the ground floor lounge and we saw people being offered morning drinks.

We looked at the medication administration records for 10 people who used the service. We found that improvements had been made since the last inspections and that there were effective systems in place for obtaining, storing and administering medication.

The audit system in respect of medication had also been developed and discrepancies were being identified and appropriate action had been taken.

During a routine inspection

We spoke with three people who live at Cleveland View Care Centre, observed interaction between people and staff and spoke with the manager, a deputy manager and four staff. As not all people living at Cleveland View Care Centre were able to verbally communicate their views and experiences to us, we used a formal way to observe people to help us understand how their needs were supported. We call this the 'Short Observational Framework for Inspection (SOFI).

Throughout the inspection we found that staff were visible and available to support people with their care needs. Peoples spoken with said, I am cared for, my every wish is attended to, it is 100%." Another said, "I am well looked after in everyway, if you don't want to get up you don't have to" and "I am getting the care and support I need." They were positive about the staff who supported them. We observed activities taking place, which people looked to be enjoying.

We looked at they way in which medication was being managed and identified concerns with regard to this.

We also looked at the maintenance of the home, along with systems for assessing and monitoring the service, for which a range of audits and monitoring systems are in place.

During an inspection looking at part of the service

The visit took place because we were following up concerns raised at inspections

in August and November 2011 as well as January 2012 and for which CQC had taken regulatory action. We were following up the issues relating to poor handling of medication and the quality assurance system not being effective so checked whether the home had achieved compliance against these regulations. Therefore when talking with people we concentrated on these specific areas. We spoke with 12 people who used the service and observed staff working with people.

People did not specifically comment on how the home monitored and evaluated their practices but did express satisfaction with the service and the way medicines were administered. People told us that ''The staff are marvellous'', ''I contacted the Gazette to tell them how good this home was after hearing all the recent bad press about care homes'', ''I find the staff are really kind and will go the extra mile for you'' and ''It's spot on''. People and relatives told us that they found the care practices were consistently good and that their needs were always met. People, as we had found at previous inspections, really appreciated the support staff offered them and were complementary about both the staff and the activities co-ordinator.

Two people who used the service specifically said they got the help and support that they needed from the staff and they were happy with the home's arrangements for handling their medicines. Both people had chosen to manage one of their own medicines. One person told us 'Staff always bring me a new tube when I need it.'

We spoke with ten people who used the service, two relatives and observed staff working with people. People could not specifically comment on the issues we were looking at but overall they expressed satisfaction with the service. People told us that ''The staff are lovely and really care about us'', ''You can really do as you please here'' and ''When relatives have compared other homes to this one they always find this comes out on top''. People and relatives told us that they found the care practices were consistently good and that their needs were always met. People, as we had found at the last inspection, really appreciated the support staff offered them and were complementary about both the staff and the activities co-ordinator.

During an inspection looking at part of the service

The visit took place because we were following up concerns raised at the last inspection in August 2011. Therefore when talking with people we concentrated on those specific areas raised in the last inspection. We spoke to fifteen people who used the service, two relatives and observed staff working with people. Overall people expressed satisfaction with the service.

People told us that ''The care is good and the food is good'', ''You have a lot of freedom here and you can really do as you please'' and ''I prefer it here to when I lived at home and carers came in because I'm not so isolated''. People and relatives told us that there were lots of activities going on throughout the home and often there were trips out. We heard about visits to the theatre and day trips. People really appreciated the support staff offered them. People were very complimentary about the activities co-ordinator and told us she was always organising things for them to do and appeared really interested in ensuring that they were content. People also told us that the found the staff were always very attentive and respectful towards them.

During a routine inspection

During our inspection visit, we spoke to people who used the service and their relatives. People told us that they were satisfied with the care provided and thought people were respected and involved, particularly with the activities programme. One person told us that the staff were very good and responded promptly to identified needs. We talked to one person about how they managed their medicines. They said they got any help or support that they needed from the staff.
