During a check to make sure that the improvements required had been made

When we visited the service on 5 June 2013, we had concerns about how people were safeguarded from abuse. This was because the service had not developed a programme of staff training and sufficient guidance on safeguarding vulnerable adults. We set a compliance action for the provider to improve practice.

The provider sent us an action plan after the inspection. This showed appropriate measures were being put in place to address shortfalls in practice.

We asked the provider to send us documentation for this review, to verify improvements had been made. We received copies of certificates showing staff had received safeguarding training since our last inspection. A safeguarding policy was now in place, to provide appropriate guidance and reporting procedures. Additionally, the staff induction record template had been updated to include safeguarding vulnerable adults as well as child protection. These measures helped to ensure staff had the skills and knowledge to identify and respond appropriately should there be any safeguarding concerns.

We were satisfied the provider had taken appropriate action to ensure people who use the service were protected from the risk of abuse. This was because they had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

During a routine inspection

The people we spoke with expressed a high level of satisfaction with the service. They told us staff were welcoming and friendly. They said they were always given a full explanation of the outcome of examination and of any treatment proposed. They told us they had confidence in the dentists. People said they had not met problems in getting an appointment and did not usually have to wait long before being seen by a dentist.

Records included details of a person's medical history, of the examination by the dentist, the outcome, and where required, recommendations for treatment and follow up. People's written consent to treatment was noted in each treatment plan. The service offered treatment under sedation to some people. The arrangements for planning, organising and carrying out the procedure ensured the safety of the person receiving treatment under such circumstances. We noted however, that at the time of this inspection, none of the nurses working in the practice had received training in conscious sedation.

The service had arrangements in place to protect people from abuse. The arrangements for protecting children were well developed. Procedures for safeguarding adults required further development in terms of staff training and knowledge of reporting concerns to relevant independent organisations.

Procedures for protecting people from the risk of infection were in order. Those included detailed policies and procedures, the organisation of work in key areas, checks on equipment and contracts for the removal of specialist waste.

The service's arrangements for the induction of new staff and for staff training and continuing professional development aimed to ensure staff had the knowledge and skills to meet the needs of people using the service.
