During a routine inspection

Peniel Recruitment and Training provides personal care people living in their own homes. During our inspection we spoke with the registered manager/owner and two out of three of the services current staff team. The registered manager told us that in addition to a live-in carer two other staff take it in turns to visit the one person who currently receives 24-hour care from the agency. We spoke with the one person who uses the agency and one of their relatives. They told us agency staff were very kind and caring, and that they were both generally happy with the standard of the care provided. The person using the service told us 'I feel I get the right care'the staff are alright' and 'I would rate the agency as adequate'. A relative also said 'the staff always treat my father with respect and dignity' and 'the staff do a pretty good job looking after my father, but they need to improve their record keeping'.

However, although the person receiving domiciliary care services from the agency and their relative told us they were generally happy with the agency; we found that failures by the provider to ensure suitable arrangements for safeguarding vulnerable adults and checking the 'fitness' of new staff were in place was putting the person using the service at risk. We also found the person's needs may not be fully met because not all staff had received training in some key aspects of their role. Finally, the person using the service may also not be protected against the risks associated with receiving unsafe or inappropriate care because the provider had failed to appropriately maintain certain essential records, as well as ensure other records could always be accessed quickly.
