During an inspection in response to concerns

We found that people who used the service had their needs assessed and planned for and care was taken to keep people safe through regular assessment of any risks to their health and the support to access external specialists when needed.

People who used the service were provided with opportunities to discuss their views about the quality of the service they received.

We asked three people who used the service and one relative about how they found the quality of the home. All of these people were happy with the care provided and had no concerns. One person commented, 'I am happy here, the staff are good.'

There were systems in place to ensure the environment was kept safe.

We found that Kirklands care home had a consistent management team and the provider checked the quality of the services being provided.

We spoke with four staff who described that they thought the home was well led. One commented, 'I think the home is much better, lots of improvement in the last year. I think people are kept safe and looked after well, staff work well together and we have extra staff being employed too.' Another commented, 'I feel really competent, I am undertaking lots of training. Staff here are fantastic, it's much better than it used to be.'

During a check to make sure that the improvements required had been made

We found that the provider had made the required improvements to the systems in place to identify, assess and manage risks to the health, safety and welfare of people who used the service. There were also systems in place to monitor the improvements to ensure they were sustained.

During a routine inspection

We spoke with five people who used the service. All of these people told us that they were generally happy with the care they received, they were given choices and were supported by staff in the way they preferred.

One person told us, "I have been here for a few months and I have found that the staff meet my needs well, I have no concerns and feel very safe here."

Another person told us that they could not have a cooked breakfast. Our evidence supported this but the manager took immediate action to make sure this person's choices were respected.

We observed that people were supported in a safe way but their care was not always planned to ensure that staff would know how to support them safely to meet their needs.

During an inspection in response to concerns

We asked five people who used the service if they had their needs met by sufficient numbers of staff. Only two of the five people we spoke with were able to answer the question appropriately. One person told us they had their needs met appropriately. A second person said that "Staff are very busy, they say they will come back to take me to the toilet but they don't and I'm very uncomfortable."

During an inspection in response to concerns

We carried out this responsive inspection because we had concerns that this service had not been visited since 2008.

People who used services were receiving long term care, respite care or a period of assessment. We spoke with people from each group who told us that they were respected and involved in their care and treatment. We spoke with one person who was receiving short term care at the home who told us that staff explained everything to them, involved them in decisions and respected their wishes. Comments included, 'The staff here are brilliant, second to none.'

Each of the five people we spoke with told us they were very happy at the home, felt safe and cared for. They commented on the dedication and kindness of the staff and management at the home. Comments included, 'The staff have helped me get better, and they encourage my mobility and work with me to help me return home.'

'Its lovely here, I would recommend it to anyone.'
