During a routine inspection

At the time of our inspection we found that the agency only provided care to a very limited number of people. No staff were employed at the service. We found that all personal care and support had been provided to people by the registered provider who was also the registered manager.

We spoke on the telephone with one person who used the service. We also spoke with a relative of a person that used this service. The people we spoke with were complimentary about the standard of care provided. One person said: 'We couldn't wish for a better carer'. A relative of a person who used the service told us they found the agency was flexible around their needs. They said: 'If we wanted them to come now, they would. They fit in with what we want'.

We found consent had been obtained from people before care and treatment had been provided. We spoke with one person who told us that the: "Carer and I co-operate with each other'.

The provider had an effective system in place that monitored the quality of the service they provided.

People we spoke with told us they had not felt the need to make a complaint because they were satisfied with the service they had received. We found people knew how to make a complaint and felt supported in that process.

We found the provider had completed accurate records for people and the records were stored securely.

During a routine inspection

We inspected the agency office as part of this inspection. At the time of our inspection we found that the service was only being provided to a small group of people. No staff were employed at the service and all personal care and support was being provided to people by the registered provider who was also the registered manager.

We spoke on the telephone with the representatives of two people who used the service and a visiting professional. The people we spoke with were all very complimentary about the standard of care that was provided and the flexibility of the registered provider to ensure peoples individual needs could be met.

When asked about the care provided one person said, 'I can't believe we fell so lucky'. Another person told us, 'We couldn't wish for a better person' to provide care.

The registered provider had completed training in Health and Social Care and had a good understanding of the needs of the people they cared for and how to support them.

There were policies for safeguarding people from abuse and the registered provider knew what action they should take if they suspected abuse.

We saw that although the registered provider had not received any complaints about the service there were arrangements for the management of complaints. People we spoke with told us they would feel comfortable raising any concerns with the registered provider if they needed to.
