During a routine inspection

We spoke with five people who used the service on the telephone. They told us that they were happy with the service they were provided with and that the service's staff treated them with respect and listened and acted on what they said. One person said, "Yes I am very happy." Another person said, "(Named staff member) asks me what I want to do and helps me to do it."

We spoke with four people's relatives who told us that their relatives were provided with a service that met their needs.

We looked at the care records of four people who used the service and found that people experienced care, treatment and support that met their needs and protected their rights. Before people were provided with care and support they were asked for their consent. Where people required support with their medication we found that the service worked with other professionals providing a service to people to ensure that they took their medication in a manner which was safe and met their needs.

We found that there were processes in place to manage people's complaints and comments.

We found that the service had procedures in place to minimise the risks of infection control.

We saw that appropriate checks were made on staff to ensure that they were able to work with vulnerable people. Staff were provided with the training that they needed to meet people's needs safely.

During a routine inspection

We spoke with five people who used the service, two people's relatives and nine staff members.

People who used the service told us that the staff treated them with respect and listened and acted upon the choices that they made about how they wanted to live their lives. One person said, "I am very happy how (named staff member) helps me." Another person said, "(Staff member) listens to what I want." Another said, "(Staff member) comes to see me for a chat and we talk about anything that I need help with."

People's relatives were complimentary about the approach of the staff and the service their relatives were provided with. One person's relative said, "We feel very lucky in Norfolk, we have been very well looked after. It is good to know there is somebody out there to listen." Another person's relative said, about the support provided to their relative, "We were consulted throughout and had our 100% approval."

We looked at the records of people who used the service which told us that people experienced care, treatment and support that met their needs and protected their rights.

The provider has submitted an application to change the name of the service to East Norfolk Community Learning Disabilities Team.
