During a routine inspection

We found that people were treated with respect and dignity. One person told us, 'the staff are very good here' another person told us, 'all the time I have been living here I have never had any problems'.

We saw that people's needs were assessed and care was implemented to support their care needs. People were cared for by staff who were knowledgeable in the local safeguarding policy and procedures. One person told us 'I feel very safe living here, not like where I was living before'.

At our last inspection of 24 January 2013, we found that staff were not always supported with training, supervisions and appraisals. At this inspection we found improvements, staff were supported with their training, supervision and appraisals.

We found at the last inspection that the provider had a lack of quality assurance monitoring tools, which meant that people were at risk of recieving poor quality and unsafe care. At this inspection we found some monitoring tools had been introduced, however there was no evidence that the information received was acted on to improve the service. Records reviewed were often incomplete and had not been signed by the senior worker or the person using the service. We found that some records were easily accessible while other information was stored in an inaccessible locked office.

During a routine inspection

People who used the service told us that the care and support they received was good. They said that their care workers were "very nice" and "looked after them very well". They told us that there was always a care worker on duty, and that they responded quickly if they were needed.

We found that people received safe and appropriate care, and that the care planning records were up to date.

People were protected from abuse as the agency took action to identify and prevent abuse from happening.

Arrangements were in place for dealing with foreseeable emergencies.

Care workers are not directly employed by the provider, but supplied by an agency. They told us that they had completed an induction to the service, and received regular supervision. We could not find evidence to confirm that these care workers had received regular, appropriate training.

We found that the service had a number of systems in place to monitor the quality of the care provided. However, it could not demonstrate that it had taken action when issues were found.
