During a routine inspection

During our inspection we spoke with two people who used the service, and three relatives of people who received care, as some people had complex needs which meant that they were not able to talk with us. We reviewed six support plans, and also spoke with three staff and the registered manager.

We found that people's support plans and risk assessments were clear and contained detailed information on how people's individual needs should be met by staff. We saw that the records were person centred and it was evident that people had been involved in developing their care needs. People we spoke with told us that they understood their support plans and had signed to say they were in agreement with its contents.

One person told us, "I'm happy with my support." Another said, 'Staff always ask me before helping me with things.' We found that records confirmed that people had given their consent to care and support.

In discussion with the registered manager, we found that the number of staff on duty was based upon the amount of hours of care that people required. Staff told us, 'We always have enough staff to support people.'

The provider had effective systems in place to assess and monitor the quality of the service they provided. We found that systems were in place to regularly assess and manage risks relating to the health, welfare and safety of people. We also saw that complaints were dealt with in a timely manner in accordance with the provider's policies.

During a routine inspection

During our visit on 24 October 2012, we spoke with five people or their representative out of the current 27 people receiving care provided by Mentaur Community Support Limited. All those we spoke with told us they were very happy with the care and support given to them. Three people told us the care staff were 'very helpful' and everyone said how flexible the care and support was to meet their needs. One person's relative said 'it's the best help we've ever had'.

Each person we spoke with told us they felt confident that if they had any concerns they could raise them with the manager and felt assured they would be listened to. We were told that the carers were understanding and respectful, and that people receiving care were involved in planning their care to support their needs.
