During a routine inspection

HC-One Beamish Homecare Limited provides personal care and support to mainly older people in their own homes. Services were being provided to 46 people who lived in the Newcastle upon Tyne, Gateshead, North Tyneside and Northumberland areas.

At the last inspection in August 2015 we had rated the service as ‘Good’. At this inspection we found the service remained ‘Good’ and met each of the fundamental standards we inspected.

We found that measures were in place to ensure people using the service were safely cared for and protected from abuse. Enough staff were employed to provide reliable and consistent care. The staff team were appropriately trained and supported to meet people’s needs effectively.

People were suitably assisted, where required, in taking their prescribed medicines and maintaining their health. Staff helped with shopping and prepared food to support people’s nutritional needs.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice.

The people we consulted were happy with their care workers and had formed good relationships. They told us they were treated as individuals, with dignity and that staff were caring and respectful.

People were given information about the service and were regularly asked for their feedback. No complaints had been received and people and their relatives had no concerns about their care.

Care plans were personalised to the individual’s preferences and the outcomes they wished to achieve. People’s services were routinely reviewed and adapted when needed, or upon request.

Positive comments were received about the companionship that care workers provided. The service was flexible in accommodating support to enable people to engage in activities and access the community.

The management provided leadership and promoted an inclusive culture. There was good governance of the service, with regular monitoring of standards and the quality of care provided.

6 July 2015

During a routine inspection

The inspection took place on 6 July 2015 and was announced. We last inspected At Home with Helen McArdle Care in July 2013. At that inspection we found the service was meeting legal requirements.

At Home with Helen McArdle Care provides personal care and support to older people and people with disabilities in their own homes. At the time of our inspection services were provided to 45 people.

The service had a registered manager in post. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

Staff had been trained in the safeguarding of vulnerable adults. They knew how to recognise the signs of abuse and knew the actions to take to report any suspicions that a person had been abused.

Any possible risks to people receiving a service were assessed and the appropriate actions were taken to prevent avoidable harm.

Robust staff recruitment practices were in place to ensure that applicants were properly vetted and only suitable staff were employed.

There were sufficient staff to meet people’s needs safely and in the ways they wished.

Staff were given the training they needed to meet people’s needs effectively and safely. Staff were given suitable support, by means of supervision and appraisal, to carry out their roles.

People were appropriately supported with their prescribed medicines, and where necessary, to stay healthy and have a balanced diet.

People’s individual needs were assessed and kept under review. They were involved in planning their own care and their wishes and preferences were included in their care plans.

People were asked to give their agreement to their care and told us staff always asked their permission before carrying out any care tasks.

People’s rights under the Mental Capacity Act 2005 were understood and protected by the service.

Staff were described as always having a kind and caring approach in their work with people.

A complaints system was in place but people told us they never had any complaints about the service.

People were asked for their views about their service in a range of ways and told us staff responded positively to any suggestions they made.

A well-defined management structure was in place, with clear lines of responsibility. Staff spoke highly of the way the service was managed, and said they were well-supported and treated with respect.

Effective systems were in place for monitoring the quality of the service and for making improvements to the service.

2 July 2013

During a routine inspection

People said that they were asked about the help they needed when they started using the service and they were consulted about any changes in their care provision. One person said:" It is an excellent service." Another person said:"I am perfectly happy with the care." Other comments included:" Staff can't do enough for me." "The girls are marvellous."

We found people were given appropriate information and were involved in making decisions about their care and treatment. People told us staff treated them with politeness and respect.

Staff spoken with said it was a good organisation to work for and there were excellent training opportunities. One person said: " Training is ongoing. There are plenty of opportunities."

Staff said they were well supported to do their job. All staff spoken with said they thought communication was effective and they were kept informed of people's care and support needs.

One person said: " The office staff are very organised and very helpful."

We saw appropriate checks were carried out before staff began work for the service.

We saw the provider had systems in place to gather feedback from people, who used the service, and to regularly assess and monitor the quality of service people received

During a routine inspection

People who used the service said they were pleased with the care and support provided by the care workers. Nothing was too much trouble for the carers who were always polite and cheerful. They also said staff were kind and caring.

People said that they were asked about the help they needed when they started using the service and they were consulted about any changes in their care provision.

Comments included:

"It is an excellent service."

"I am perfectly happy with the care."

"I know who to contact if I have a problem."

"The carers are excellent."

"I am always told if there's a change in my regular carer."

" I find the carers flexible and they are very helpful and polite."

Staff spoken with said it was a good Organisation to work for and there were excellent training opportunities.
