During a routine inspection

People's care and support was planned and delivered in line with their individual care plan. People were supported in promoting their independence and community involvement.

At both houses we visited people were supported by regular support workers who knew them well and understood their support needs. We saw frequent and friendly interactions between people using the service and their support workers.

People were provided with a choice of suitable and nutritious food and drink. Where people using the service were at risk of malnutrition, systems were in place to monitor the person's intake or reduce the risk of choking.

There were systems in place to reduce the risk and spread of infection. Support workers had disposable gloves and aprons available to use when supporting people with personal care tasks.

There were effective recruitment and selection processes in place. Appropriate checks were undertaken before staff began work.

The provider had an effective system to regularly assess and monitor the quality of service that people receive. The registered manager carried out quality assurance visits every six months, which included outcome areas such as choice, control, communication, relationships, individuality, skills and meaningful activities, physical and emotional wellbeing and participation in their community.

During a routine inspection

People we spoke with had previously lived at home or in a long stay hostel for people with learning disabilities, where most day to day tasks had been done for them. People told us or showed us the achievements they had made in becoming more independent since they moved into their own flats.

We spoke with three people who received support from the service. During discussion they either told us or indicated that they could make their own decisions about what they did on a day to day basis, with the support of staff where necessary. This included choosing what to eat and getting out and about on public transport to attend social events.

Staff training records showed that support workers had received training in 'Towards a Valued Life' and 'Person Centred Planning and Thinking' to help them understand how to support people in the right way.

People were protected against the risks associated with medicines because the provider had appropriate arrangements in place to manage medicines.

Support workers said that they thought the staff team worked well together. The manager said that every effort was made to ensure that people were supported by staff who knew them. Staff we spoke with said that 'I love working here' and 'it's brilliant.' We saw that there were frequent, positive and humorous interactions between people being supported and support workers. The atmosphere was relaxed and friendly.

During a routine inspection

We talked to one person who had recently moved into one of the flats. The person told us that they had settled in well and they were happy with the arrangements and the support they received from staff. They said that they did most of their household chores and were increasing the independence skills.

One person that we spoke with told us that they went to their dental appointments on their own but staff would accompany them to the doctors and opticians. People told us that staff had worked hard to support a person who was at the end of their life. One person said that they hoped that when their time came that the staff would do the same for them.

We contacted the local commissioning and safeguarding teams about the agency. They told us that they had no concerns about the agency at the time of our review.

People we spoke with were highly complimentary about the workers supporting them. They said that if they needed any help outside what was in their support plan they only needed to ask and they would help them. They also appreciated the time they had with personal assistants who took them out to enjoy social activities. We observed a good rapport between people using the service and their staff.

We talked with two acting support workers and an assistant. They spoke positively about working for the agency. They told us the registered manager and their senior support worker were supportive and approachable if they had any concerns or problems and they were confident that they would be listened too. They told us that they received regular supervision sessions and they had very good training opportunities.
