During a routine inspection

Two people who lived at the home were present during the inspection. We were not able to ask people their views on the service they received due to their communication needs. We therefore spoke to two relatives of people who lived at the home and to a health and social care professional from a community learning disability team.

We also spoke to two staff and observed staff interacting and supporting people.

We saw that where people did not have capacity to consent to care and treatment that the home acted in accordance with the Mental Capacity Act 2005 and the guidance regarding making best interests decisions on behalf of people.

People's needs were assessed and recorded. Care plans were recorded on how people's care and behaviour needs should be met. Care records showed people had individualised daily activities in the home and in the community. Staff told us people were looked after well and had a fulfilled lifestyle. Relatives also told us the home looked after people well. The health and social care professional said the home's staff and management had a positive attitude to people with a learning disability.

The home's environment was well maintained and measures were in place to ensure the premises were safe.

The home operated with at least two care staff between the hours of 7.15am and 9.00pm plus additional staff so that people could attend community activities.

The home had a complaints procedure and this was also in a pictorial diagram format for easier understanding by people. Relatives said they knew what to do if they had any concerns about the home.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service, because the people using the service had complex needs which meant they were not able to tell us their experiences. We spoke with two relatives: One told us that communication with the staff team was very good and that the staff were extremely trustworthy. They said they felt fully involved and consulted in the care of their relative:' I have been involved in Care Plan reviews, and if you have a suggestion they do listen'

Another relative told us that although they had regular contact with the home, they felt communication could be improved and they would welcome more involvement in care plan reviews.

Relatives we spoke to said they felt that people living at the service were safe and if they did have concerns they would raise them with the manager. People using the service were protected from abuse as they were supported by a staff team who had appropriate knowledge and training on safeguarding adults. We saw policies on whistle blowing and safeguarding. People's rights were respected.

We saw evidence that staff received ongoing training and supervision which provided them with the skills and knowledge to meet the needs of the people they were supporting.

The Provider had effective systems in place to monitor quality assurance and compliance.

During a routine inspection

At the time of our visit the people at the service had very limited verbal communication. We therefore observed how they were being cared for and their interactions with staff to gauge the quality of service they were receiving.

Throughout our visit we observed that staff treated people with consideration, dignity and respect. We saw staff taking time to talk with people and use a variety of communication tools, for example photograph albums were used as a means of communicating between individuals who live in the home, their relatives and staff.

We saw people being given time to make choices about what they did and to change their minds, with staff accommodating this.

We saw that people could freely access their bedrooms, the lounge and rear garden at any time. People had been involved in some aspects of the decoration of the service with their artwork being displayed in the lounge.
