During a routine inspection

Before people received any care or support they were asked for their consent and the provider acted in accordance with their wishes. The provider had a system in place to gain and review consent from people who used the service.

We found that care plans and behavioural risk assessments were detailed and provided sufficient and accurate information. All care workers we spoke with told us that the information in people's care plans reflected people's needs.

We saw that all medicines were stored in a locked cabinet and saw that the provider had suitable arrangements in place for the disposal of medication.

We saw that checks had been undertaken for all care workers with the Disclosure and Barring Service (DBS). Records demonstrated that the provider had suitable arrangements in place to check that care staff were eligible to work in the United Kingdom.

Where care records had been reviewed and updated, we found that the provider had kept previous plans in place until the updated version had been fully completed and implemented.

During a routine inspection

People using the service indicated to us that they were happy with the care and support being received. We observed positive communication with the acting manager and staff team. There was a calm and supportive atmosphere in the home.

Each person living in the home had a detailed plan of care in place that included people's individual needs and wishes and also detailed people's physical and emotional healthcare needs.

In order to meet individual needs, the home's staff worked with a variety of healthcare professionals including learning disability teams. We were shown that advocates and specialist consultants were used where appropriate.

People were protected from risk of abuse or harm by there being safeguarding policies and procedures in place and by staff knowing how and when to use them.

There was sufficient experienced and suitably trained staff to meet the assessed needs of the people living in the home.

A family member told us. 'Staff are kind and caring, they are brilliant. They support me in visiting my relative and are always welcoming.'

There were quality audits undertaken to ensure that the home was kept under regular review. Records showed us that families and professionals involved in people's care were consulted.

During a routine inspection

The majority of the residents who lived at this home had complex care needs and they did not always communicate verbally. The staff communicated with people using a variety of techniques including Makaton signing. Makaton signing is a simplified version of British Sign Language that is used by, and for, people who have a learning disability.

To seek the views and experiences of people who used this service, we spent a short time observing the interactions between the residents and the staff, before two people went out for an activity. One person was able to talk with us and they showed us their room and the activities they enjoyed.

During our visit we saw the staff were positively supporting the residents and they clearly knew people really well. We could see this because they were able to communicate in ways that suited each resident and this was consistent with the guidance in each care plan.

The staff told us it was difficult to always support individuals due to the staffing levels in the home. The manager agreed with this view but told us they had requested an assessment of need for one resident as they now required one to one support.
