During an inspection in response to concerns

We did not discuss staff recruitment procedures with people using the service.

We looked at staff recruitment records and this showed us that the service had a comprehensive recruitment procedure and that all legally required information was in place before staff commenced work. However, although the manager was aware of people's individual circumstances, the recording of decision making about a person's suitability was insufficient where criminal convictions were disclosed. We saw that staff work performance was checked shortly after their induction and in supervision sessions on an ongoing basis. This meant that processes were in place to ensure workers were suitable and could undertake their role.

During a routine inspection

Everyone we spoke with who used the service said they understood their care plan and had agreed to the help provided. All the people we spoke with were positive about the service. One person described it as friendly, another said they were very, very pleased and another said 'You can't fault them'. A relative told us they had a good relationship with the staff and that they were getting on very well with their family member. Everyone told us the service was reliable and that staff stayed for the amount of time allocated. One person told us 'They keep to time and encourage me to be independent'.

People we spoke with told us there were sufficient staff to assist them and that the time allocated for their support was right. One person told us they had had no problems with their care and its reliability and timing and described it as absolutely brilliant.

We saw that medication was managed properly and that the premises were fit for purpose.

We saw that complaints were dealt with thoroughly, although there were areas where this could be improved.

During a routine inspection

Everyone, with the exception of one person, was very positive about the agency and people using the service told us that staff were "respectful", " fantastic" and that staff were 'always polite'. They confirmed that their personal information was maintained confidentially.

They made positive comments about the support they received, such as 'couldn't fault them', 'superb', 'they go the extra mile', 'very, very good' and 'very reliable'. One person told us the staff always stayed for the length of time specified and another said they never missed a call. Another said they had been 'more than flexible'.
