People were protected from the risk of harm and abuse. People were supported to understand and manage risk. Care plans were clear and provided sufficient guidance to staff to keep people safe. There were sufficient and appropriately trained staff in place to support people.

Safeguarding

There were effective systems, processes and practices to ensure people were safe from the risk of harm and abuse.

Staff understood their responsibilities to keep people safe. One staff member said, "I would always raise any concerns and speak up if I had a problem." Leaders notified the local authority and CQC of any safeguarding concerns where required.

People told us they felt safe and confident to raise any concerns they might have.

Involving people to manage risks

Care plans contained assessments to identify risks and keep people safe, for example, moving and handling assessments.

People told us they were involved in making decisions about their care and support.

Staff were aware of and knew where to find information about people's risks. Staff told us they were given enough time to read care records and were kept upto date of any changes, for example through handovers and staff meetings.

Safe and effective staffing

People told us they were supported by a consistent staff team who knew them well. People said staff attended on time and did not miss any of their scheduled calls. People told us they felt the staff had the skills to support them safely. Some people told us there was a delay at times in their pendnant being responded too. We raised this with the provider who explained the pendant system was external to the provider and sometimes this caused a delay.

The provider completed appropriate police and criminal records checks, right to work checks were in place, references were obtained and verified. Staff received training to carry out their roles; the training matrix confirmed this.

Staff told us they were well supported by the management team and felt confident to raise any concerns. They told us there were enough staff to meet peoples needs. Staff confirmed they received regular supervision however were unclear on how frequently they had an appraisal. We spoke with the provider who told us they had changed the appraisals to "1:1 check ins". Records confirmed these were taking place.
