During a routine inspection

When we last inspected the service in January 2013 we found that there was insufficient evidence of regular staff training. In addition, records were difficult to locate; some records required for the inspection appeared to be in piles in different rooms. Care plans were not always up to date and did not reflect current needs. We asked the provider for an action plan to address these areas and this was provided in March 2013.

This was a follow up inspection to check on the action that the provider had taken since March 2013 to address the previous concerns. At the time of this inspection there was nobody using the service. The provider who was also the current registered manager was the only full time member of staff there. We were therefore unable to talk to other staff members or gain the views of people who used the service or their family or friends. We talked to the provider about the service and a new person centred plan they would be introducing. We looked at the training record of the provider, the staff training records and other documentation relevant to the service.

During a routine inspection

When we visited the home there was only one person using the service. We spoke with them and the member of staff present who was the manager. After the inspection we gained further information through telephone contact with another part time member of staff, the service user's responsible local authority and a local service used by the person living there.

The person living at the service was at times difficult to understand but stated clearly that they "couldn't get better treatment anywhere." We observed some of the interaction between them and the delivery of some care around lunchtime. We saw a positive and friendly approach from the manager.

However there were gaps in key areas of staff training and supervision records were irregular. Records for the person living there had also not been kept up to date. There was little written evidence that their views about their care were being considered nor was there information about some of their current needs. Other records could not be located or had altered dates on them. The standard did not assure us that people's needs and rights were being safeguarded.
