During a routine inspection

People had given their consent to their care and treatment where they were able to. There were systems in place to ensure that people's consent was reviewed on a regular basis. People's needs had been fully assessed, taking into account their cultural, religious and individual needs. Their care plans had been developed from the information in the assessment. They were person centred and reflected people's individuality, choice and preferences.

People told us that they felt safe when they were receiving support. The provider's safeguarding policy worked within the local multi-agency procedures and they had responded appropriately to any safeguarding issues. Care workers had been trained and showed a good knowledge of safeguarding procedures.

The service had effective recruitment procedures in place. They had carried out all of the appropriate checks before care workers started work. People received their care and treatment from care workers who had been properly trained, supported and supervised.

People generally experience safe, quality care but that the provider needs to improve communication between the office staff and people who use the service.

During a routine inspection

We spoke with several people who use the service. They told us that they had been given sufficient information and that staff supported them well. One person said, 'All of the staff treat me well, they let me know if they are delayed for any reason and they involve me fully in my care.' People told us that they were happy with their support plans and the quality of the service. They said that they met their needs.

People told us that they felt safe when using the service. We found that staff had been trained and had received regular updates in their training. Staff told us that they felt well supported. We found that supervision and staff meetings had not taken place on a regular basis. This meant that people may be at risk as staff were not fully supported to deliver care and treatment safely. The provider had a quality assurance system in place which had not always proved to be effective. The quality monitoring checks had not identified the shortfalls in staff meetings and supervision.

During a routine inspection

People told us that they received good information about the service before they used it. They told us that they felt they had been fully involved in their care planning and that they had been asked how they would like their care and support provided. People told us that the care they received was good. They told us that it met their needs.

People told us that the agency was quick to respond to any requests that they made. They said that staff always showed them respect either in person or over the telephone and that staff were always polite. One person told us that they were very pleased with the service they received. They said they had helped to write their care plan and that they were fully involved in its review.

People told us that they felt safe and that they trusted their carers. One person said that staff always arrived on time, would let them know if they were going to be late and that they always did a good job. Another person told us that staff were usually on time or would let them know if they were going to be late. Another person said that their carers were reliable, friendly, helpful and professional.

People told us that they were very happy with the quality of care and support that they received from Mears Care Basildon. They said that regular checks on the quality of the service had been carried out. One person told us that the agency had an excellent relationship with their family and that any minor issues about their care had been resolved speedily and efficiently. They told us that staff would always share a joke and have a laugh with them whilst visiting. One person said that this brightened up their day.
