During a routine inspection

During our visit we looked at two care plans, spoke to two people who used the service and two members of staff. We saw care plans contained information about people's likes and dislikes and recorded how they wanted their care to be delivered.

We established people in the service had comprehensive assessments of their needs. We found risk assessments had been undertaken and people had detailed care plans. Staff were knowledgeable about people's care needs and what they should do to support them. One person told us, "I've worked in a few places and this is the best care I've seen."

We saw the provider had safeguarding and whistle blowing policies in place which detailed the actions to be taken should staff have concerns about care or witness a safeguarding incident.

We saw the building was well maintained and furnished to a good standard. We noted there was ongoing redecoration of some areas. We also found there was a large outside area that people had easy access to with suitable spaces and equipment for them to use.

We noted there were nine staff on duty including one nurse and eight carers. There was also a member of the nursing staff who was supernumerary for the day and the unit manager.

We confirmed the provider had a detailed and effective complaints process in place. One person told us, "If I had a problem I would talk to someone. I would probably talk to X, my key worker, she would help me."

During an inspection looking at part of the service

Patients told us that they were involved in the decisions affecting their accommodation. We were told by a patient about their holiday plans, and about how staff had helped them to be more independent.

During an inspection in response to concerns

Some people spoken with said they were happy living in the service. One person said they were very settled and they felt safe there. Another person said they liked their bedroom and that they thought it was lovely.They also said they got on well with the staff. One or two people also said they enjoyed cooking and preparing a meal for themselves and other people. People also said they enjoyed going out when they could. Some people said they would like staff to talk to them more often.

Mental Health Act Commissioner reports

Each year, we visit all NHS trusts and independent providers who care for people whose rights are restricted under the Mental Health Act to monitor the care they provide and check that patients' rights are met. Immediate concerns raised by patients on those visits are discussed, if appropriate, with hospital staff.

Our Mental Health Act Commissioners may carry out a number of visits to each provider over a 12-month period, during which they talk to detained patients, staff and managers about how services are provided. In the past, we summarised themes from the visits and published an annual statement followed by the provider's response where applicable. We are looking at different ways to indicate the outcomes of our monitoring in the future.
