During a routine inspection

On the day of our visit Bluebird Care (Chichester) was providing personal care to 195 people in their own homes. We met with the manager and reviewed the service's records and six people's care records. We followed this by telephoning 40 service users or their representatives where we discussed their experiences of the service. We also spoke with three members of staff.

People and their relatives were all complimentary about the service that they received from the agency. One person told us, " My care needs are very easy, hoisting in and out of bed, but my carers take their time ensuring I am happy and never rush off ". A relative told us," When I am there at weekends with my parents I observe my mother being well looked after. Carers ask her questions and involve her in what they are doing'. Another person said, "When I have my regular carers they are like my family and we can have a good old laugh!"

We found that people had care that met their needs and that they were involved in the planning of this care. We found that people had consented to the care that they were receiving.

We found that the provider had followed safe practices when employing staff. We also found that people were cared for by staff who were following guidelines to prevent the spread of infectious diseases.

We found that the service had systems in place to monitor the quality of the service that they were providing.

During a routine inspection

We spoke with eight people or their relatives as part of this inspection. We spoke with them about their experiences of the support they had received from the agency. Every one of the people spoken with told us that their care was personalised to their needs and that their privacy, dignity and independence was respected. For example, one person said, "I may be getting old but I expect good manners and to be treated right and I get this from the girls who visit me. We get on very well, we have a laugh and this makes me feel better". A relative told us, "They came out to find out what help we wanted. They did a thorough assessment and have been back on a regular basis to make sure we are getting the service we want. They help my father to shower. I have no concerns with the care they give. They treat my father with respect".

People also felt that staff were well trained to understand their needs. We also spoke with four care workers. They expressed the view that they were supported by management to undertake their roles and responsibilities.
