During a routine inspection

We spoke to three people who lived at the home, as well as operations deputy manager, the homes deputy manager and two members of staff. We spoke with one relative on the telephone after our visit who told us; 'We're very welcome. We can just go in and make a cup of tea, just like normal.' People told us they liked living at Penrose Farm and liked the staff.

We observed staff interacting with people who used the service in a kind and calm manner. We saw staff showed, through their actions, conversations and during discussions with us empathy and understanding towards the people they cared for.

We examined people's care files and found the records were up to date and reviewed as the person's needs/wishes changed.

We saw people who used the service were involved in making day to day decisions and participated in tasks at home, such as cooking, cleaning and doing their laundry. The records showed they went out frequently and saw healthcare professionals when they needed to.

Staff said they had received sufficient training and support to enable them to carry out their roles competently and felt there was sufficient staff on duty. One member of staff said 'This house is brilliant'.

Systems for safeguarding people from abuse were robust. Legal safeguards, which protect people unable to make decisions about their own welfare, were understood by staff and used to protect people's rights

During an inspection looking at part of the service

During our visit we spoke with two of the four people who lived in the home. We spoke with two staff members and the registered manager. We saw how people who lived in the home interacted with staff. We spoke with two relatives on the telephone after our visit.

We looked around the home and found that it was clean and hygienic. We examined the care files belonging to the four people who lived in the home and found the records were detailed and some had been reviewed as people's needs/wishes changed.

People told us that they were happy living in the home and talked to us about their personal routines and the activities they enjoyed. We found that people were involved and supported to make decisions about their care needs. People told us it was "relaxing" to live in the home and that staff were "really good". People saw healthcare professionals on a regular basis or when they needed them.

Staff were friendly and respected people's right to privacy, dignity, and independence. Staff said they had received sufficient training to enable them to carry out their roles competently.

There were effective systems for safeguarding people from abuse. Legal safeguards, which protect people unable to make decisions about their own welfare, were understood by staff and used to protect people's rights. There was a system in place to manage a person's behaviour but there were no recorded agreements by health/social care professionals from outside the organisation.
