During a routine inspection

People's needs were assessed and care was delivered to meet their needs. We spoke with nine people who use the service and three relatives. They told us that their needs were met by staff. One person told us that the care they received was 'brilliant, no concerns at all', another person told us that 'whatever you ask, they do it'.

Staff were well supported in their roles. Staff told us that they felt they had the right training for their role. People who used the service and their representatives told us that staff were well trained and met their care needs.

Our inspection of April 2013 found that there were not effective systems in place to monitor care documentation. The provider had submitted an action plan in April 2013. During this inspection, the provider and registered manager agreed that the action plan had not been achieved. The provider and registered manager told us that they were continuing to address this issue.

People spoke highly of the level of care they received, and staff were able to demonstrate knowledge of people's needs. However, there was a risk that people could receive inappropriate or unsafe care due to inaccurate records.

During a routine inspection

We spoke with people who used the service and they spoke positively about the level of care they received. People told us they were involved in the planning and delivery of their care, and that the care delivered met their needs and was delivered punctually. One person told us 'I'm definitely using the best care service' whilst another described the staff as 'Nice, friendly and polite.'

People's individual needs, risks and preferences were recorded, however some care records did not contain current information.

People were protected from harm as there were appropriate safeguarding procedures, and there were effective pre-employment checks and recruitment procedures for staff.

The service had some systems to monitor the quality of service provided, however care documentation audits were not completed which had allowed historical records within people's care plans to go unidentified.
