During a routine inspection

Creative Support is contracted by Stockport Metropolitan Borough Council to provide personal care to those people who require these services in six extra care housing schemes situated in Stockport. Creative Support started providing these services on 1 September 2013 when they took over from the previous provider of the service.

We visited the office of Creative Support (Stockport) and also visited three of the properties; one in Reddish (Spey House) and two in Marple (Birch Court and Portland House). During our inspection we looked at the care plans, medication administration record (MAR) sheets and care worker support files.

We spoke with the current registered manager and the newly appointed manager who was in the process of registering. At the properties we spoke with other senior managers and an agency care worker.

We spoke with five of the people who use the service and a family member when we visited the properties.

The majority of the people we spoke with told us that they were happy with the care they received. However we were aware of complaints that had been made regarding medication errors and some missed visits. These were discussed with the managers and we were told that action had been taken to improve the service.

Comments we received were; 'Very good staff; not noticed any difference since new people took over'; 'I would tell staff if I was not happy with anything'; 'I am settling in now, the carers help me with what I need'.

During a routine inspection

We spoke to five people who used the service who told us they were happy with the service provided. They said the care workers supporting them were polite, caring and supportive. They also told us they had been involved in drawing up their plans of support and care to be provided. Some comments made were:-

"I'm very happy with the service and the staff. I wouldn't be with anyone else.'

'They help me with my shopping and support me when I'm out and about. I get to do what I want to do.'

'I feel safe and happy and I'm getting the support I need.'

The people we spoke to told us that the care workers who supported them promoted their safety and wellbeing. They said they knew how to make any concerns or complaints known if they were not happy with the service. They said they were asked their views about the service and had opportunities to attend meetings that influenced the service provided.

We spoke to one relative who said that they were happy with the service. They said they had been asked their views about the service and the support to be provided. They said they always found the staff to be friendly and respectful. They said they were kept informed and knew how to make a concern known if they were unhappy with the service being provided.

We asked Stockport LINKs* and Stockport Council for information about how the service operated. No information was from available from LINKs at the time of writing this report. Stockport Council informed us of one safeguarding matter that they had investigated earlier this year. The provider had indicated the action taken to address the shortfalls identified.

* LINKs are networks of individuals and organisations that have an interest in improving health and social care services. They are independent of the council, NHS and other service providers. LINks aim to involve local people in the planning and delivery of services.
