During an inspection looking at part of the service

Our inspection of 28 January 2013 found that the provider had not ensured that all the required checks had been made of new staff before they started work in the service. The provider wrote to us on 14 February 2013 and told us they were going to review all staff files and introduce a new system for ensuring the recruitment checks were made by 24 February 2013. This inspection was carried out to check that the required improvements had been made.

We found that the required improvements had been made. Recruitment procedures were effective to ensure that suitably qualified and skilled staff were employed to support people. Records were maintained to show the necessary checks of new staff had been made to ensure people were kept safe.

During a routine inspection

People we spoke with told us how their care and support was personalised to their needs. They talked about the community activities they were involved in and how they could make their own decisions about what to do and when. People said they did their own shopping and cooking, some with staff support. One person said, 'It gives me a chance to learn things and live my life'.

People we spoke with were happy with the support provided. One person said, 'It's cool you get to meet new people and they (the staff) prepare you for the outside world'. People were aware of their care plan. They confirmed that they had been involved in discussions about their support and said they had attended a review meeting. This was a meeting for them and people they wished to invite such as their social worker, family members and staff to discuss their care and support.

People told us they felt safe whilst staff supported them and if they had any concerns they would speak with a senior staff member or the manager. People felt the service recruited a high calibre of staff. People said they were able to express their views about the service at meetings and also through regular questionnaires they completed.
