During an inspection in response to concerns

Concerns were raised with us that medication systems were not well managed at Grove House. The concern also alleged that the management of Controlled drugs at the service was not robust. We referred this concern to the local authority for them to look at under their safeguarding processes and also decided to visit the service to look at how medicines were managed there.

We did not speak with people who lived at Grove House because of the circumstances at the care home on the day we visited. However from previous visits people have told us they received good care and staff were available when people needed them.

We found the service had robust medication systems in place and people were receiving their medication safely and appropriately. We saw accurate records were kept, which enabled the service to account for medicines kept there.

During a routine inspection

We spoke with nine people who were living at Grove House. All were contented and thought they were receiving good care. Some of their comments included 'I'm quite happy. Everybody (staff) is very kind.' Another person said 'They (care staff) let me do what I can for myself. They help me when I can't manage. They're very good.' A third told us 'I would tell someone if a carer was unkind to me. But I've never had to.'

We observed there was a friendly and relaxed atmosphere at the home. People were moving around as they chose and there were a number of sitting areas so people had a choice as to where they spent their time. We saw staff were available to help when needed and people looked well cared for.

People were consulted and included in decisions made about their care, and their independence was promoted.

People received good care in line with what they wanted and needed.

Whilst the home was clean and fresh some cleaning and hygiene processes could be improved as this would help to reduce the risk of an infection outbreak spreading around the home.

Robust and effective recruitment processes were in place to ensure that only suitably vetted people were allowed to work at the service.

Whilst people's care records were detailed and accurate there could be a greater consistency in where new information was recorded as this would make it easier to identify when changes had been made.

During a routine inspection

We spoke with five people living at the home, who all told us they were happy with the care and support they received. Comments included 'They look after us very well. The food is good and we get a lovely choice' and 'no grumbles, it's very good.' Staff interacted with people in a pleasant friendly manner, and encouraged people to engage in activities or conversation.

We looked at the care plans for three people who live at the home. These showed that the home had carried out sufficient assessment of the needs of each person prior to admission, and as an ongoing review, to enable appropriate care and support to be given. There were safe systems in place for the storage and administration of medicine. There were sufficient numbers of suitably qualified staff on duty.

During an inspection looking at part of the service

At our last visit in January 2012 we found that the care records did not provide accurate and up to date information about people's care needs, and how these were to be met. We also found that some people's records were stored all together in one file, which did not protect people's confidentiality, nor comply with data protection law.

On this visit we did not speak with people who live at the service.

During a routine inspection

People told us they were quite contented living at Grove House. We didn't receive any negative comments from the people we spoke with. Some of their comments include 'The staff are absolutely marvellous. First class.' Another commented 'They (the staff) absolutely know what they're doing.' They continued 'You go to bed when you want and get up when you want.'

One person told us 'The staff are polite and speak nicely to us. They look after us well.' And another commented 'I've been in other homes. This is as good as any.'
