During a routine inspection

We visited the service on the 17th December 2013 and spoke to the manager and some staff employed there. We also spoke to people using the agency and staff on 20th December 2013. We looked at outcomes 2, 4, 9, 12 and 16 and found that the service was compliant with these outcomes.

We spoke with three people using the service and one relative during our inspection. All comments received were generally positive. They told us that staff were knowledgeable, kind and caring and that staff explained their care and treatment and listened to their ideas and views about how their care should be provided.

Care plans emphasised people's right to self-determine their care and how their care was delivered by the service so they could live their lives as independently as possible within their home.

Peoples' capacity to make their wishes known was recorded and appropriate communication methods used. The right of people to take informed risks had been acknowledged and risk assessments ensured a balance of safety and choice.

During our inspection we assessed standards relating to consent to care and treatment and care and welfare and how people were supported to be involved in the planning of their own care. We also looked at how they were supported with medicines. Standards relating to staff recruitment and monitoring the quality of service provision were also inspected. We did not identify any concerns in any of the outcome areas we assessed.

During a routine inspection

We spoke with people who used the service and their relatives, asking them about their experiences and whether the service had met their needs. One person, who had received support from the Reablement Service, spoke highly of the support worker who had delivered their care, saying "The staff were brilliant, they were very respectful and we laughed a lot along the way. I was very pleased with my progress and was able to use all the equipment they gave me. I wouldn't change a thing."

The relative of a person who had received support told us "Staff were very respectful of (name of person). The assessor always put questions to (name of person) rather than me."

We asked a support worker about their role and their interaction with people they visited and supported. One staff member told us "It's a very, very rewarding job. I know that feed back to managers is acted on, which helps make sure that the care and support I give is of a good quality, and that's what people want."
