During an inspection looking at part of the service

We carried out this inspection to monitor areas of non-compliance found during our inspection on 26 July 2012. We were not able to obtain feedback from people living in the home because of communication difficulties. Instead we spoke with relatives, staff, the manager and reviewed records.

Relatives told us that staff treated their family members with respect and dignity. We were told that people's privacy was respected. We were told that people were encouraged to do activities they enjoyed. Relatives said that the manager and staff communicated issues with them.

We found that people's care and nutrition were planned and delivered in line with their health and support needs. People with chronic health conditions had adapted diets to maintain their health. The home was clean and tidy and people were protected from the risk of infection. The home's environment was maintained appropriately and maintenance issues were recorded and addressed. The home's quality assurance measures had identified and resolved important concerns.

During an inspection in response to concerns

We used a number of different methods to help us understand the experiences of people using the service, because the people using the service had complex needs which meant they were not able to tell us their experiences. We spoke to three relatives.

One relative expressed concerns about not being involved in care planning and about lack of access to leisure activities. However, they also commented that the staff were caring and treated their relative with dignity and respect. They also said that care staff understood their relative's needs.

Another relative also commented that they did not feel included in on-going care planning. However, they also said that staff were honest and that their relative 'has done quite well there.' They added, 'I feel he is safe.'

We spoke with three staff members and two interim managers. We were told a new permanent manager was due to start on 1 August 2012. Staff told us they had good access to training and had supervision until the previous manager left in May. They also said that there were regular team meetings held. Staff generally felt there was enough staff available during shifts. All staff members we spoke with said that there was a lack of teamwork, communication between staff was poor, and overall staff morale was low. Staff commented that low morale was sometimes due to feeling their managers and colleagues do not listen to one another. One person captured this feeling by saying, 'Why bother to say anything if you know no one is going to do anything?'
