During an inspection looking at part of the service

We found the provider had improved the systems in place to ensure people experienced care and support that met their needs and protected their rights.

People's needs were assessed and care and support was planned and delivered in line with their individual care plan. We spoke with five people who used the service and they said they were happy with the care and support they received. One person said, 'I've made good progress since I've been here. I'm supported to do things for myself like cooking.' Another person said, "The staff are very helpful and obliging." Another person said, 'It's brilliant. I get lots of help and am going to improve my walking next.'

Staff told us people received good care and support. They said the provider had made positive changes since the last inspection, which had improved the overall service.

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a registered manager on our register at the time.

During a routine inspection

The provider had systems in place to help people make decisions about their care and support. This included group meetings to discuss what happens in the home and individual meetings.

People who used the service told us they were generally happy with the care and support they received although some people said at times they did not experience good care. Some staff also raised similar concerns.

The provider had appropriate arrangements in place to manage medicines.

There were effective recruitment and selection processes in place. People were supported by, suitably qualified, skilled and experienced staff.

Regular checks were carried out to help make sure people who used the service benefitted from safe quality care. The provider identified, monitored and managed risks to people who used or worked in the service, and provided appropriate support to staff.

During a routine inspection

People who used the service told us they were satisfied with the care and support they had received. We received the following comments:

'It's definitely my home and the staff respect that. I try where possible to do things myself and they encourage me to do that.'

'I have a laugh with the staff. They help me to do things if I need it but they know I want to move on so they want me to be independent.'

'We've got a good rapport. The staff know by looking at me if there is something wrong. We talk about what I want.'

'I sit with my keyworker and talk one to one. I'd like to do this more.'

'I can do much more, walking, cooking and ironing. I think it's been brilliant.'

'The staff look after everyone, and are friendly and helpful.'

'I get very good support from the staff.'

'The staff talk to us and ask if everything is ok.'

'The manager would sort out any problems.'

'I don't have any complaints but I didn't know that they had a procedure.'

Staff told us people received good care and their needs were appropriately met. They said people's rights were respected and good systems were in place to make sure people's privacy, dignity, and independence were promoted.

During a routine inspection

People who use the service said they are happy with the service they receive and staff are respectful and good at promoting independence. One person said, "I do things for myself and then staff will help me. I'm happy with things here." Another person said, "I'm free to make decisions, they don't push decisions they help you to do it. Sometimes I don't want to listen and staff are ok about it. They treat me well, treat me with respect."

People who use the service said they receive appropriate care and staff talk to them to find out how they want their needs met. One person said, 'I discuss my support plans with my key workers. They talk to me. They asked me how I like to get dressed, talked about my condition. Other staff follow the plan.'

People who use the service were complimentary about the care workers and were satisfied with how the care is delivered. They said staff understand how their needs should be met. One person said, 'Staff are very caring, loyal, friendly, and treat all as individuals." Another person said, Staff are very nice and polite."

Staff told us that people receive a good service and the care is centred around what people want. The manager said they are looking at building on current care and support planning systems to make sure they are effective and led by people who use the service.

There have been staffing shortages and there have been occasions when staffing levels were below the recommended number but no one thought people who use the service had been at risk. This is being addressed by the manager and the provider.

As part of our review we requested information about Summerfield Court from health and social care professionals. They told us people receive a good service.
