During an inspection looking at part of the service

This inspection was a follow up to enforcement and compliance actions served against the provider and to ensure that suitable improvements had been implemented. People using the service and relatives we spoke with told us that the care provided within the home was good and staff understood people's care needs. One person told us 'I have all I want, happy living here and I have no complaints'. Another person stated 'quite happy nothing wrong' and their relative commented it was a "good and pleasant home". We saw staff interact in a caring way and people living within the home responded positively.

We took enforcement action against the provider because people were not always cared for

People's needs were assessed and care was planned in a way that ensured their safety and welfare. We found that staff were supported with training, supervision and appraisals, to enable them to deliver appropriate care and treatment to people using the service.

During a routine inspection

People using the service told us that they were happy living in the home and had no concerns with regard to their care. One person described the home as 'a very lovely place' and another person said staff 'look after me well'. We spoke with the relatives of two people, one relative said they 'couldn't ask for better care'. Another relative said that staff were 'supportive and kind'.

We found that although people's care needs were assessed, their care had not always been delivered and monitored in line with their individual care plans and risk assessments. We found that where people did not have the capacity to consent to a specific decision, the provider had not acted in accordance with legal requirements.

Staff told us that they had attended induction and training relevant to their work and felt well supported by their management. We found that staff had not received appropriate professional development to support them to deliver care to people safely.

During a routine inspection

We spoke with six of the thirty two people using the service and three relatives on the day of our visit. People we spoke with told us they felt cared for by staff. The majority of relatives we spoke with also said their family members received excellent care.
