During a routine inspection

The service is owned and run by a family team. When we visited the service there were two people living in the home. We spoke with one person who told us that they were well looked after by staff, "Oh yes it's very good here, better than that other place."

People's needs were assessed and care was planned and delivered in line with their individual care plan. Well organised care files held up to date information about the person. Systems were in place to monitor people's health care needs, ensure contact with their GP and access to healthcare specialists. Recent e mail and greetings cards from relatives were very positive about the care provided to people by the home.

People were cared for in a clean, hygienic environment. We asked a person who used the service if they were satisfied with the standard of cleanliness in the home and they said that they were. We found that the home was clean and free from clutter that could prevent effective cleaning.

People were protected from unsafe or unsuitable equipment and a programme of decoration had progressed creating a clearer environment in which to support people who experienced confusion.

The provider had an effective, informal system to regularly assess and monitor the quality of service that people received. The deputy manager who was responsible for decision making in this home had recently reviewed and updated care plans, made improvements to the environment and provided effective leadership to manage risk.

During a routine inspection

Three people were living in the home at the time of our visit, we spoke with two people and spent four hours in the communal areas of the home observing how people were cared for. The home was staffed by members of the provider's family.

People could express their views, were involved in making decisions about their care and had their privacy, dignity and independence respected.

People's needs were assessed and care was individually planned and delivered. Risks presented by people's conditions were assessed and people had access to medical services. Sufficient numbers of staff, who knew people well were on duty to meet people's needs. Staff responded to people with warmth and respect.

People were not sufficiently protected from the risk of infection because procedures had not been properly followed. Bedrooms and en suite facilities were clean but parts of the kitchen were dirty and cleaning rota's had not been followed properly.

The design and layout of the premises were suitable for people who used it. Only people who had independent mobility however, used the first floor accommodation. Utilities, fire safety installations and lifting equipment were regularly inspected. Some furniture, kitchen equipment and lifting aides were in poor condition and not replaced when worn creating a risk to people's health and welfare.

The provider did not have effective systems to assess and monitor the quality of service and leadership was not always effective.
