During a routine inspection

We spoke with six people who used the service. They told us they were happy with the service and their views were regularly sought by staff. They also knew how to make a complaint if they had one.

We saw the complaints procedure was available to people who used and visited the service. Staff told us how they would support people to raise concerns if they could not do so themselves.

We found that before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes.

We found that people were happy with the care they received and told us they saw a range of health professionals for advice and treatment.

We found that staff helped to make sure health and social care was well coordinated and provided by a range of professionals.

People who used the service were provided with a balanced and varied diet.

We found that the numbers of staff provided was based on individual need and regularly reviewed to ensure there was adequate support available to meet the needs of the people who used the service.

We observed positive interactions between staff and people living in the home. We saw that staff offered people choices in how care was to be delivered and that they took their time to explain care tasks to people.

Discussions with staff showed that staff were knowledgeable about people's care needs and the care required meeting needs. We found that professional advice had been sought by care workers where any health needs were identified.

Comments included 'The staff are really good and they listen to what I want. I am treated like an adult and they are supporting me to become more independent, so that I will have my own place at some point in the future, which is what I want.'

Another told us 'I am more of an outdoor person, so I don't like to be inside much. When I told staff that I wanted to be outside more, they helped me to change my college timetable to those sorts of things and got me work experience in a riding school, which is great.'

We found that people's personal records and other records relevant to the management of the service were accurate and fit for purpose

During a routine inspection

People told us they were happy with the care and support that Weelsby Hall provided. People's comments included: "This is the house that I have liked best out of everywhere I have stayed. We all get on together even though there are twelve of us.' 'If staff need to talk to us about something it is always done in private.' 'Staff make sure that we know what is going on and that our care plans are up to date. We always talk about what is in them.'

One person told us about the weekly meeting to decide menus, leisure activities and allocation of tasks which promoted independent living skills and comments included: "We are always involved in decisions, we sit down and have weekly meetings about what we want to eat, the menus and any problems in the home, some people can be a bit noisy sometimes.'

People spoke positively about their care and support and commented 'We have a key worker who talks to us about our care plan and new skills we want to learn next, so we can have a say about what we want to do first or what is important to us.'

People spoke positively about the staff that worked with them. They said: "Staff are very helpful and friendly, they care about us.' 'The staff are good and 'the staff are very kind to me'.

During a routine inspection

People we spoke with were very positive about the care and support they received. They confirmed they were supported to make choices and decisions about their care. They told us they were assisted to be as independent as possible. One person told us: "I have been encouraged to try new things at my own pace" and another person said: "I meet up with previous students weekly; we have tea together and a game of pool. It's great being able to stay in touch."

People told us they were well looked after and they all enjoyed outings and activities. They described some of the activities that they had been involved in planning for. Comments included: "A group of us went to see X Factor; it was great, we are planning to go again." "We had a fab leaver's night and got to go to the venue in a limo, it was brilliant."

When we spoke with people they told us that they felt safe and the staff treated them with respect. Some of the comments we received included: "Yes, I feel safe here. If I had any problems I would speak to staff they all are very good at listening to us", "The staff are all fab here.'
