During a routine inspection

We found the agency to be appropriately managed so that people could rely upon receiving the service they needed. We spoke with eight people who used the agency's services. Each person confirmed that they had received a reliable service from care workers who knew their job, were friendly, and consistently provided the support that had been agreed with them.

One person we spoke with commented, "We receive a service we can count upon. The staff are so helpful and kind."

We reviewed the training records and found staff received appropriate training for their roles. The training provided staff with the knowledge and skills to deliver care that was safe and appropriate for people living in their own home.

We found people had personalised care plans and risk assessments. We found for every identified risk there was a plan in place to address the risk.

We found the provider had a system in place to monitor the quality of the service they provided.

Staff were only employed following a structured recruitment and interview process and relevant checks were carried out prior to them starting work.

During an inspection looking at part of the service

Our inspection on 21 December 2012 found that there was limited guidance for staff about how to best support people. People's care needs and risks were not adequately documented and planned to ensure their care was adequate and safe. We also found that records were not maintained appropriately and were difficult to locate. The provider wrote to us and told us they had taken steps to review and revise their care records. We visited the service to check whether improvements had been made.

We found that the service had completed new care records for all of the people who used the service. The new care records were more detailed and contained clear information for staff on how to support people. In addition, the service had organised its care records to make sure they were well maintained and easier to locate. This meant that people's care records were up to date and fit for purpose.

During a routine inspection

We spoke with two people who used the service and three relatives. People told us they were happy with the care they received and were pleased with the staff who supported them. One person said, "I'm quite happy." Another person said, "They are very helpful." One relative said, "On the whole, they are fab."

We found that people and their relatives were involved in their care planning and their wishes were respected. People were consulted in their care needs and preferences. People told us that staff treated them with kindness, respect and dignity.

We found that people's care had been assessed but there was limited guidance for staff about how to best support people. People's care needs and risks were not adequately documented and planned to ensure their care was adequate and safe. However, people expressed satisfaction with their care and told us that staff understood them.

We found that Prestige Nursing had taken measures to ensure people were safe from the risk of abuse and neglect. Staff had received appropriate training and understood how to support people safely. People told us they felt safe when they were being supported by staff.

Staff who worked at Prestige Nursing had access to training and supervision to maintain their knowledge and skills. This support ensured they provided and safe and high quality care to people.

We found that records were not maintained appropriately and were difficult to locate.
