During a routine inspection

People told us their consent was obtained before care was delivered and staff acted in accordance with their wishes. Where people did not have the capacity to consent we found the provider acted in accordance with legal requirements. Comments included, "They always ask me if they can help and what I would like them to do" and "They don't do anything without asking me if it's okay."

We saw that people's care needs were assessed and their care and treatment was planned and delivered in line with their individual care plans. People told us they were well looked after and they were provided with a good service that met their needs.

We looked at equipment and facilities provided for the people who used the service. We found that people were provided with appropriate equipment which was well maintained to ensure their safety.

We found there were sufficient staff on duty to meet people's needs. This was confirmed by the people who used the service, their visitors and the staff.

We found there were appropriate records maintained which were used to plan appropriate care and treatment and ensure people's individual needs were met. General records held within the service were clearly documented and dated.

During a routine inspection

People told us, and records showed, that people were asked about their care needs and consent was obtained before care and treatment were offered.

People's care needs were assessed and care was planned to take account of abilities and risks for the individual. One visitor said, "I don't know much about care but as far as I can see my relative is well looked after. The communication could be better with the family." We found that communication was raised in the minutes of relatives' meetings and this was something the home was working on to improve. Another visitor said, " My wife is very well cared for here, I visit every day and they look after me too."

The home was safe, clean and well maintained. One person said, " My room is kept very clean, they are in every day and they keep a record of what they have done." We saw that people were able to personalise their rooms and adaptations were made to meet individual needs. One person said, "I like my window open, the staff know that and they check it for me as I can't do it."

The staff were supported by regular training and supervision. Appraisals of staff performance had fallen behind but new plans for this were being implemented.

There was evidence that the provider was promoting better communication across the organisation with staff, volunteers and families by use of training and information leaflets and we found that relatives were being encouraged to be involved in monitoring the quality of the service.

During an inspection looking at part of the service

Due to their needs, some people could not offer direct comments about the care they received. People told us they felt comfortable, and knew who to speak with if they had any queries or concerns.

We spent some time observing the care offered to people and also spoke with a visiting relative. People were generally relaxed, and there was a warm and calm atmosphere within the home.

Due to their needs, many people couldn't comment directly to us on the quality of care they received. The comments we heard were positive about staff and care. Some concerns were expressed about the premises and staffing levels.
