During a routine inspection

At the time of our inspection Hazel Tree Community Care Limited was not operating from the address registered with the Care Quality Commission (CQC) and this had been the case for several months. Additionally the office from which Hazel Tree Community Care Limited had been operating from had been damaged by a fire on 1 November 2012. Subsequently much of the provider's documentation had been damaged or destroyed in the fire, and the business was currently being operated from the house of a family member of the registered manager.

The provider had not commenced the registration process with CQC to update the location of the service, therefore the previous location address still remains on any reports until such time that this information is received.

During our visit we spoke with seven people who used the service or their relative and four staff members. These were the manager and three care workers. We also took information from other sources to help us understand the views of people who used the service, which included a satisfaction survey and meeting minutes. Most of the people who used the service we spoke with told us they were content with the care they received and with the staff team. One person who used the service told us 'They show up when I want them to, to take me to my appointments and go shopping'. Although another person who used the service told us 'sometimes they forget to turn up and they are not very hot on paperwork'.

During a routine inspection

People and relatives told us they were involved in discussions about what care and support they needed. They were happy with the care and support provided. People and relatives felt staff had the skills and experience needed to meet their needs. They said they were asked their views about the service provided and any issues were quickly resolved.

During an inspection looking at part of the service

People told us they were happy with the care and support they received. People said they felt safe receiving care from this service. The arrangements for supporting people to administer their medicines were generally reliable but there were shortfalls in medicine records. People felt staff were competent and caring but not all staff were fully supported or had been fully trained. People were asked about the quality of care they received, but better monitoring of the service would help achieve compliance with regulations.

During a routine inspection

People told us they were involved in decisions about their care and support. People said they were 'absolutely or extremely satisfied with the service received'. One said 'we are very pleased, more pleased with these than any previous agency we've had'. Another said 'we've had two previous agencies and this one seems on the ball, we were pleasantly surprised'. Care records did not contain enough detail to make sure people had consistent care as they had agreed. The agency works well with health and social care professionals to make sure peoples care is coordinated. People felt safe using the service. They said the standards of hygiene and infection control of staff was good. The systems for handling people medicines and prescribed creams were not as safe as they could be. People had the equipment they needed to make sure they were safe. Recruitment checks were carried out on staff. People received care and support from a small team of staff who were not rushed when visiting people's homes. Although people felt staff had the skills needed training records and discussions with staff showed shortfalls. People were satisfied with the service received but problem solving was reactive and there was no monitoring by management to make sure the agency worked within the law. People did not have any complaints but felt if they did these would be dealt with. People's records were held securely but were incomplete.
