During a routine inspection

We visited Walstead Court which is the registered location for this domiciliary care agency. We met with five staff members, the registered manager and spoke to one staff member on the telephone. We met with two people who used the service, spoke with three others and five relatives on the telephone. We read eight care plans, six staff files and other records.

People who used the service told us they were 'happy' with the care and support. One person told us 'the care is very very good' and another said 'I am getting better thanks to them (the care staff).'

Relatives told us the staff were 'very kind' and one felt the care staff 'went that extra mile.'

We found that people's needs and the actions taken to meet them were recorded in detail. Risks were assessed and actions taken to reduce them where necessary.

People received their medicines as prescribed and staff had received training and their competence to administer medicines was kept under review.

Staff were recruited in a way which ensured they were fit to do their job and of good character. The recruitment records had been improved since the last inspection.

Staff were supported by their managers and had opportunities to discuss issues. They received the training they required to do their job and had the opportunity to progress should they wish.

Some mechanisms were in place to monitor the quality of the service. Some people told us they would like the opportunity to provide formal feedback.

During a routine inspection

As part of our inspection we spoke with seven of the people who used the service and one relative. People we spoke with told us that they were involved in making decisions about the level and type of support received. They felt the staff always respected privacy and dignity and that the staff provided the necessary support. People we spoke with told us that staff from the service visited them before the care package began to assess and agree the support needed. They told us that they were involved in making decisions about the level and type of support they received.

People who used the service and relatives we spoke with told us that they had confidence in the staff. They told us that they felt safe and that they would tell the manager or another staff member if they had any concerns.

We were told that people were able to express their views and make suggestions by talking to the staff. People all felt the service was open to any suggestions and that the staff were very good at communicating with them.

We found that the provider did not have effective recruitment procedures to ensure that staff were of good character and had the qualifications, skills and experience necessary for the work to be performed.

During a routine inspection

One person told us 'I absolutely love living here, the care is excellent.'

Comments on customer satisfaction survey surveys completed by people who receive a service from Housing 21 included,

'Care is excellent, best place ever family are really happy too.'

'Care is excellent, good service really happy."

'The carers are excellent and some of them will comeback once they have completed the task to see if you're ok.'

'The care and the food is excellent. Family really like where I am. My daughter is living near by and she is happy and confident that I am being cared for.'

'Yes, happy with my care, the carers are very good.'

'I always choose my own clothes, and then they (the carers) assist me to get dressed.'

'Staff are very approachable and they always try to find out what I'm feeling and what other support I may need. I have recently joined the leisure centre and the staff supported me. I am also involved in the tenants committee, really enjoy this.'

'No complaints with the carers, they support me as I like to do as much as I can. I want to keep my independence.'
