During a routine inspection

People told us they liked living at the home and received the care and support they needed. One person said, 'All the staff are nice.' Another person said, 'We play games like dominoes and cards, I'm not bored.'

We found that members of staff had a good understanding of safeguarding procedures and told us they would report any concerns immediately.

We found that suitable arrangements were in place for the safe keeping and handling of medicines.

We noted that all members of staff received the training they needed in order to provide safe and effective care for people using the service.

We saw that systems were in place to monitor the quality of the service provided. There was evidence to demonstrate that people were regularly consulted about the care and facilities provided at the home.

During an inspection looking at part of the service

We found that the manager and members of staff had a good understanding of safeguarding procedures and told us they would report any concerns immediately.

We saw that improvements made following the last inspection ensured that suitable arrangements were in place for the safe keeping and handling of medicines.

During a routine inspection

People using the service told us they liked living at Brook House. One person said, 'I get on with everybody and know the staff.' Another person said, 'I'm happy here.' They also told us that they received the help and support they needed from members of staff.

We found that neither the provider nor the manager had followed correct procedure and reported several recent safeguarding incidents to the appropriate authorities. This is essential in order to protect people using the service from abuse and the risk of it reoccurring.

We noted that medication was not being effectively monitored by the provider or the manager. This meant that shortfalls with the management of medication had not been identified and addressed.

We found that staffing levels were sufficient to meet people's needs.

We saw that appropriate records were kept in relation to people's care and the staff working in the home.

During a routine inspection

People living in the home told us they were happy living there. It was their home. They had their own bedrooms and had a key for their doors. They told us staff were very good and helped them all the time.

They had meetings to discuss their care and how they wanted people to help them. Other people can join in their meetings when they ask for this.

People told us they had a key worker who helped them achieve the things they wanted to do. They organised their activities and had a personalised daily living plan. There were organised activities everyone enjoyed such as going on holiday and celebrating birthdays. They said they had been on holiday this year. People also enjoyed their personal activities. One person said he liked to go to Burnley football matches. He did a paper round. Another person told us she went home regularly to see her mum.

People told us they had the help from other people such as their GP and from social and health care professionals. They considered staff were helpful, friendly and nice. They talked about the choices they made. They discussed any possible difficulties they may have and what to do in this event.

People knew how to keep safe and what to do if they have any problems. They discuss this at their meetings. They also knew procedures they must follow to keep safe such as fire procedures. They had information about their rights and their own house rules they agreed on.

When they need new staff they can help the manager choose the people they want. They can interview people and can also choose their key worker.

People told us they were involved in decisions about how the service is run. They took part in discussions when any improvements or changes they wanted or needed were being planned for. People told us the manager and staff listened to them.
