During a routine inspection

We spoke with people who used the service and their relatives by telephone as part of our evidence gathering to seek people's views on the quality of the service they received. People we spoke with told us they were aware of the content of their care plans. One person told us, 'I read what the carers write when they visit and I agree with what they write about the care they give me'. Another person told us, 'They never do anything that I don't want. They always ask me what I want done'.

People told us they were 'happy' with the care and had no concerns about the staff or the care they received. One person told us, 'The service they give is excellent'.

None of the people or relatives we spoke with expressed any concerns about the care or welfare of the people who used the service. People who used the service and their relatives told us they were aware of the provider's safeguarding policy and would know what to do if they had any concerns about abuse or potential abuse.

We found that the provider was not meeting two outcomes which related to supporting workers and records. We found staff training was not up to date and also induction training for some care staff did not include essential training such as food hygiene, first aid and infection control. Some care plan records we looked at did not reflect the care that people received.

During an inspection looking at part of the service

We did not speak with the people who used the service on this inspection. At the last inspection visit in August 2011, the provider was not meeting two of the outcome areas. The purpose of this inspection visit was to check on the progress regarding medication care plans and also the policy and documentation on safeguarding vulnerable adults.

During a routine inspection

The people who used the service told us that the staff respected their privacy and allowed them to participate in their own care with support from the staff. One main carer told us that she was happy with the staff who looked after her daughter because they always listened to what her daughter wanted done for her. People told us about their experiences and their comments included the following:

'They are a God to me'.

'I don't know what I could do without these girls'.

'I have nothing to complain about'.

'The girls are good and they treat my home with respect'.

The people who use the service also told us that the office staff often called them on the phone to make sure that they were happy with their carers and if they had any concerns.
