CQC rate 5 Horse Leaze as Outstanding

The Care Quality Commission has rated 5 Horse Leaze in Beckton, London, as Outstanding following an inspection in February.

Inspectors rated the service Outstanding for being effective, and well led and Good for being safe, caring and responsive to people’s needs. The overall rating was Outstanding.

5 Horse Leaze is a short break service which is run by Ambient Support. The service provides respite support and accommodation and personal care for up to six people with a learning disability.

Deborah Ivanova, Deputy Chief Inspector for Adult Social Care, said;

“We found the management and staff at 5 Horse Leaze committed to providing outstanding care to the people living at the service. People were supported and encouraged to have choice, independence, and control in a range of aspects of their lives. The team working there, led by the registered manager, should be extremely proud of the work they do.

“What really impressed me, in reading the inspection report and speaking with those involved in the inspection, about this service was the level of personalised support that people received from staff who had the right skills and who treated people with kindness, compassion and dignity. People told us they liked the staff who supported them, and staff themselves declared it a great place to work.

“People should always be cared for by services that are safe, effective, caring, responsive to their needs, and well led. I would encourage other providers to read this report, and the others we have published on services we have rated Outstanding, to see what they can learn.”

Some of the key findings from the inspection include:

The service has been developed and designed in line with the principles and values that underpin Registering the Right Support and other best practice guidance. This gives people who use the service the opportunities to live as full a life as possible and achieve the best possible outcomes. The principles reflect the need for people with learning disabilities and/or autism to live meaningful lives that include control, choice, and independence. People who lived at 5 Horse Leaze receive planned and co-ordinated person-centred support that is appropriate and inclusive for them.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible but with their best interests at heart the systems in the service supported this practice.

People's needs were assessed and personalised care plans were created before people started living at the service. The service provided exceptionally effective and consistent care. Staff treated people as unique individuals with their own likes and dislikes. People's diversity and independence was promoted and staff challenged discriminatory practice.

The service promoted choice and control, independence, and inclusion. People's support focused on them having as many opportunities as possible for them to gain new skills and become more independent.
