Tribunal backs our decision to close Rosehaven care home

The Liverpool care tribunal has rejected an appeal made against our decision to close Rosehaven care home.

Stephen and Dian Walker, registered provider and manager of Rosehaven care home in Wirral, appealed against our decision to close their premises.

The home was first found to be breaching our standards in 2006. Despite repeated visits throughout the following years, the Walkers failed to make adequate long-term improvements to the quality of their services.

Our inspectors found that the Walkers were failing to:

  • record and administer medicines properly
  • safeguard people from harm and abuse
  • maintain care plans
  • maintain the adequacy of the premises, facilities and services
  • deal with people’s personal finances
