New Director of Corporate Services appointed by Care Quality Commission.

The Care Quality Commission (CQC) has appointed Eileen Milner as its new Director of Corporate Services.

Eileen Milner joins CQC from Northgate Information Solutions, where she was Executive Director, Business Strategy. Northgate provides a range of services to the public sector including health information and screening services, business support, transformation services and tailored software. 

CQC’s Director of Corporate Services is responsible for a directorate comprising Organisation Development, Human Resources, Finance, Legal Services, Estates, Facilities Management, CQC’s National Customer Service Centre and Governance.

This is a new post and it is part of CQC’s restructured senior management team that comprises the Chief Executive, Chief Inspectors of Hospitals, Adult Social Care, and General Practice, Director of Strategy and Intelligence, and Change Director.

CQC’s Chief Executive David Behan said: “Eileen Milner comes to CQC with valuable experience of change and transformation. This is a vital role in our new structure as we implement changes to the way we work as a regulator and the way we manage ourselves.”

Ms Milner said: “This is an exciting time for CQC. To be effective as a regulator that makes sure people receive safe and effective care, the organisation’s internal functions need to be well run and responsive to the demands of the business. I am looking forward to working with colleagues at CQC to ensure the needs of people who use services are reflected throughout the organisation.”

Eileen’s career has spanned senior roles in public service advisory work in the UK and internationally, specialising in education and welfare reform. She began her career as a graduate trainee in local government where she specialised in managing education services. From there, she became an academic, specialising in public sector reform. She then worked for consultants, RSM Robson Rhodes, providing advice to a range of public sector organisations. Eileen is a trustee of the Bell Foundation, which aims to create opportunities and change lives through language education for excluded individuals and communities.
