CQC report on Bolton NHS Foundation Trust

The Care Quality Commission has rated the services provided by Bolton NHS Foundation Trust as Good, following an inspection.

A team of inspectors visited the Royal Bolton Hospital between 4 December 2018 and 10 January 2019. They looked specifically at three core services: urgent and emergency, medical care and maternity. They also looked specifically at management and leadership to answer the key question: Is the trust well led?

Overall the trust has been rated Good. They have been rated Good for being safe, effective, caring and responsive. The trust was rated Outstanding for being well-led.

CQC has also published the trust’s Use of Resources report, which is based on an assessment undertaken by NHS Improvement. The trust has been rated as Good for using its resources productively. The combined rating for the trust, taking into account CQC’s inspection for the quality of services and NHSI’s assessment of Use of Resources, is Good.

Inspectors could see that there had been some excellent developments at the trust not least the clear vision and drive to ensure patient safety and deliver high quality care. The trust has worked well to address our previous concerns around safety and ensured the improvements were sustainable.

Staff had consistently been providing compassionate and patient focused care, everyone recognised that patient safety was a priority and were supported by an open, honest and learning culture. The trust were rated Outstanding for being well-led and retained their overall rating of Good.

In addition the trust had addressed concerns raised at the previous inspection relating to patient safety. Inspectors reported that the environment in Royal Bolton Hospital’s emergency service was much improved and sufficient staff were on hand to care for patients.

Leadership and management throughout the trust was seen as being proactive and engaging well with staff to deliver safe high-quality care. Patient safety was championed in a supportive and open culture, and driven by a clear vision that safety was everyone’s responsibility. Systems to monitor and reduce future risks were effective and were having a positive impact on quality overall.
