During an inspection looking at part of the service

On this occasion we did not speak to people who were using the service as we were following up with the provider concerns that were identified during our previous inspection on the 4 and 5 July 2013. During that inspection we found that staff were not being adequately supported as they were not receiving regular supervision and did not have their performance formally reviewed.

We found on our follow up inspection visit that the provider had addressed these concerns by putting systems and procedures in place to support staff. We saw information that demonstrated staff supervision was taking place and that all staff had the opportunity to receive feedback on their performance, as well as to identify future goals, training and development needs.

During a routine inspection

People told us they were involved in discussion and the decision making processes in relation to their care and support needs. People said, "They always discuss my needs and the choices" and, "We had discussions regarding my needs." We saw that there were detailed care and support plans which enabled staff to understand the individual needs of people using the service. People who used the service expressed positive comments to us such as, "The staff are very good and very nice", "Staff are kind and caring, they don't rush me." We saw and, people confirmed with us that their support needs were reviewed regularly and that new goals were set with their involvement, in order that they could be as independent as possible.

Staff were supported to learn and develop their skills. They had access to training such as safeguarding vulnerable people, as well as support to obtain additional qualifications. Staff received supervision from line managers but did not have the chance to have their performance formally reviewed on an annual basis.

People told us they felt safe with staff and confident in their skills. They knew who to go to if they had a concern or worry. There were systems in place to monitor the quality of services provided, which included feedback from people using the service and the staff.
