During an inspection looking at part of the service

Our inspection on the 27 September 2013, 4 October 2013 and 7 October 2013 found we had concerns that the systems to administer medicines were not robust and did not protect people against the risks associated with medication. We also found the systems in place to manage infection control and prevention were not being followed leaving people at risk of possible infection. During our inspection we looked at record keeping. Some documents we requested could not be reached on the day and some documents with people's personal details in, were left out in a communal area.

The provider wrote to us and told us they would take action to ensure they were compliant with these essential standards. We carried out this visit to check improvements had been made and as part of our follow up inspection programme.

At this inspection we saw that people were living in a clean environment. We saw cleaning products were available and stored correctly.

We found medicines were administered safely. The staff told us about the procedure to administer medication and the medicine records were up to date. We saw the medication was stored securely and safely.

We reviewed peoples care records and saw the information they contained was appropriate, clear and concise. The records were stored securely and could accessed when needed.

During a routine inspection

People who use the service told us they were happy living at the home and their comments included, "Staff have always been great" and, "Staff take me seriously". We spoke with a person who used the service who thought there was sufficient staff on duty and staff supported them when they went out. They said, "I have a good relationship with the staff".

People were not protected from the risk of infection as care was not delivered in a clean and hygienic environment.

People were not protected against the risks associated with medicines because there were inappropriate arrangements in place to manage medicines.

There was an effective complaints system in place.

We found that records were not held securely and were not accurate.
