During a routine inspection

People told us they liked the service. One person said, 'it's lovely', and a second person said, 'it has been good to meet new people, it inspires me.' Other people told us that they liked the flexibility and that, 'staff are good, very helpful, and they respect me.'

We saw staff spending time talking with people and listening. One person told us about the help that had been provided in buying new furniture and decorating their flat.

People's care needs were identified and clearly set out in support plans. We saw that consent for care had been obtained and that people were involved in deciding their own care and were supported to take up community activities.

Staff were enthusiastic and told us they liked working at the service. However, we noted that there was a need to appoint more permanent staff. We noted that there had been only one member of staff on duty on recent weekends and that the service included a number of agency staff. The manager told us staff recruitment was about to start.

People were being asked for their views about the service and there were a range of other initiatives to assess and monitor the quality of the service provided.

During a routine inspection

The service provided care to people living in supported accommodation. People who use the service had learning difficulties. Three of them who spoke with us indicated that they were satisfied with the care provided. Their views can be summarised by the following comment, 'I am happy here. The staff take good care of me and they are friendly. If I have a problem, they listen to me and help me.'

Three staff we spoke with were aware of the importance of treating people with respect and dignity regardless of their backgrounds. The service had a comprehensive guide to ensuring that people's rights were respected and there were arrangements for involvement, promoting equality and valuing the diversity of people. The care provided had been assessed and appropriate care plans prepared. Risk assessments were in place. There was evidence that people had been consulted regarding the care and their choices had been noted.

The service had suitable arrangements for ensuring that people were safeguarded and protected from abuse. Staff had been provided with training in safeguarding people and other appropriate training to enable them to perform their duties. Supervision and support were available to them.

Arrangements for quality assurance were in place. Health and social care professionals indicated that people were well cared for and when there were concerns the service had responded appropriately.
