People should get safe and appropriate care that meets their needs and supports their rights (outcome 4)

Meeting this standard

We checked that people who use this service

  • Experience effective, safe and appropriate care, treatment and support that meets their needs and protects their rights.

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 27 February 2015, observed how people were being cared for and talked with staff.

Our judgement

Care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare.

Reasons for our judgement

During our inspection in August 2014 we found that the provider had not taken adequate steps to ensure that each person who used the service was protected against the risks or receiving care or treatment that was inappropriate or unsafe. We found three medicines were past their expiry date. We also found that the provider had an oxygen cylinder that had expired in 2004 and was almost empty of oxygen and the tube to assist breathing in an emergency had not been replaced since our last inspection in November 2013 when we found it was not in date.

At this inspection we found care and treatment was planned and delivered in a way that was intended to ensure people’s safety and welfare and there were arrangements in place to deal with foreseeable emergencies. All emergency medicines we checked were in date and we saw the provider had drafted a new procedure to ensure monthly checks were carried out by the manager. There was a new oxygen cylinder, mask and tube and a service contract had been set up for annual checks to be carried out by a recognised supplier.
